MISSION STATEMENT

OF

THE INTERNATIONAL ORGANIZATION

FOR THE STUDY OF

THE SOUTHEAST ASIA SEA

           Considering that the international body of waters variously known as the South China Sea, Nanhai (to the Chinese) and Bien Dong (or Eastern Sea, to the Vietnamese), plays a vital role since antiquity in the history of Southeast Asia, not only in commerce and fishing and other marine products but also in the strengthening of peace among its various riparian nations; 

          Considering that this sea currently constitutes the second most busy international body of waters in the world, through which much of the raw materials, oil and fuel, and finished products feeding into the economy of Japan, Korea, Taiwan and China depend on its shipping lanes;  

          Considering that in recent years, the encroachments and exorbitant claims of a major power in the area have threatened the stability of the region, imperiled the delicate balance acquired over many centuries among the various players in the area, including most of the ASEAN nations; 

          Considering that the peaceful code of conduct agreed to and adopted in 2004 by the countries surrounding this body of water have not solved the increasingly contentious relations between that hegemonic power and other legitimate powers in the region,
